Belle Plaine driver cited after collision with bicyclist on July 28

McClaflin cited for disobeying traffic control device, reckless driving at C, Kansas

Arkansas City Police Department logoA Belle Plaine man was cited early July 28 after his vehicle struck a bicyclist near the intersection of C Street and Kansas Avenue in east Arkansas City.

Samuel Ray McClaflin, 22, was cited by the Arkansas City Police Department for disobeying a traffic control device and reckless driving.

The collision between McClaflin’s vehicle, a 1993 Jeep LMT, and the bicycle occurred around 5:30 a.m. in the 1300 block of North C Street.

The female bicyclist was northbound on C Street and was crossing the intersection legally while obeying the traffic signal. McClaflin was eastbound in the 300 block of East Kansas Avenue.

Witnesses reported McClaflin ran the red light for eastbound traffic. Although he attempted to stop after seeing the woman in the crosswalk, he was speeding and was unable to stop before striking her.

The bicyclist, a 44-year-old Arkansas City woman, was treated and transported by the Arkansas City Fire-EMS Department to South Central Kansas Medical Center with non-life-threatening injuries.
